Identify the policy owner
In a linked workspace, check whether a setting is enforced by the organization or managed by the workspace. For an enforced setting, an authorized organization administrator changes it in organization settings.
Check access separately
Organization administration does not grant access to private pages or fields. To open content, the administrator still needs permission to that content.
